Can the laser be seen from space?

Yes but only under special conditions. The light from a 1W blue laser was viewed by an astronaut of the International Space Station from a distance of over 870 miles.  

 A group of astronomers from San Antonio, Texas used the laser to signal the International Space Station astronauts in orbit. This was only possible through careful planning and coordination as the viewer needs to be in the direct path of the laser.
